1999 Volkswagen Caddy no brake pedal

hopefully someone can help me. i bought this caddy with virtually no brakes.
the pedal goes right to the floor.
when you pump the pedal it gets a tiny bit better but no worth talking about.
there seems to be no leaks anywhere in the system and it is not using fluid.
when the van is off and i pump the pedal a get a good pedal but as soon as i start the van it goes rightto the floor.
any solutions would be much appreciated
