Over heating, high revs and cuts out

When driving the temp gauge goes up to one notch below red and then the fan kicks in and the engine gets hot and smokey and sometimes if stuck in traffic the engien cuts out. If it doesn't cut out the engine just revs all the time, when serviced they cleaned the throttle.

Take it when , as you say the cooling fan cuts in, the temp drops to normal the way it should ?Could check idle control valve for cutting out / high revs .
