Dry rubbing sound

I have a Vauxhall Tigra which is an 2008 model has done under 1300 Miles recetley noted a dry rubbing sound possibly from the brakes. I took it in to my local Vauxhall dealer and they are saying that both front discs and pads require changing also recommend checking rear brake drums at a cost of nearly £500.
Has anybody else had similar problems, please reply and let me know.

Would advise getting a second opinion and price from any good independant garage who should be able to do suggested work at a substanially cheaper price .

has the pads ever been changd be4? and wat milage on clock 1300miles or 13000miles?
