When the external temperature sensor reads 3 degrees or below the panel flashes turns off and on again every 20-30 seconds. Once the temperture hit 3.5 or higher it works fine. HELP

Disconnect the external temp. Sensor it maybe malfunctioning ,see if this resolves the issue.
