Vauxhall Frontera horn not working and clicking at passenger side dash it has voltage at the horn the horn works and the fuse is fine

If the horn is o.k and you are getting power to it , then the only other thing is the earth / ground that would stop it working .

Well it has all that that's the problem everything seems to be fine but just doesn't want to work
