1999 Vauxhall Frontera high revs on first start

Year: 1999
Variant: 2.2i Sport

On the first start of the day, or if the cars cool after starting the rev counter shows 2500 rpm and will hold this for a couple of minutes and after about 5 mins will decrease and settle itself down to the regular idle of 700-800 rpm.

Suggested problems with the Ecotec (2.2i P) were a gunked up air valve, or faulty air flow meter? Is this something that can be fixed by a smaller garage? I dont really want to have to pay vauxhall masterfit prices (especially parts) however because the car is quite old most modern diagnostic equipment isnt compatible with the car - or so ive been told!
