Power steering

I have a power steering problem. the authorised toyota mechanics aren't clear of the exact problem - tey spen about 90 minutes on the car; but feel that they may need to replace the systen - it costs about £ 1500
It seems odd that they didn't pin point the problem. Also, does it cost so much! Surely, the car wouldn't see for that price!
wILL LOCAL GARAAGES/MECHANICS BE WILLING TO LOOK INTO THIS ISSUE?
Is this a common issue ? or is this rare?
Any COMMENTS.

You dont say what the problem is with steering .I dont know what part of the country you are in , but there are usually specialist PAS centres in most towns / cities which can do repairs or replacements a lot cheaper and faster than dealers .They normally advertise in Yellow Pages and any local free motor magazine which you can get in filling stations etc.
