If it is happening from a low speed i would say its more than balancing, more likely an out of shape tyre or buckled wheel.

Sounds like wheel balancing or a faulty tyre or wheel. A local tyre garage can check this and advise you. A problem with balancing, tyre or wheel is always transmitted through steering which causes the shaking/vibration.
