Headlight poor earth

The left hand headlight is very dull and although there is power I have been told I have a poor earth. I have cleaned up all the grounding points to the body I can see this has not solved the problem. Could it be an issue with the switch or am I missing something? Any help would be much appreciated.

Check correct bulb fitted first .Cut into earth wire with a scotchlok connector if needed and run to new , clean earth on body .

Thanks for the suggestion. I tracked down the problem to the connection to the headlamp fuses. The blue white was corroded through. I replaced the block with individual bayonets and the lights work fine.
