Loose pipe from radaitor

on my car i have a loose thin pipe coming from the top left hand side of my radaitor and i have no idea where it goes all what comes out is steam and on my water bottle which is attached to my radaitor there is a hole

ths pipe will either just go to atmosphere or will link to the bottle as it steam as you say and will turn into water and be reused in the water system
