The temperature settings are fine however, when the fan is directed to the footwell, the fan is still operating but no blown air comes out into the footwell.

Some issues with Climatronic system , if this is what you have can be fixed with vent flaps calibration (adaptation). Certainly looks like a flap fault . Try this if it applies to your vehicle
