the problem is the type of lights, they do light but for dipped beam they rely on a flap over the bulb to re-direct main beam and this does not illuminate the road

Get someone to operate the lights and hear / see if the metal shutters are operating ? Otherwise will need scanned with the likes of Vagcon for fault codes
