1999 Skoda Octavia poor running

I've just bought the Octavia about 2 months ago and it runs terribly so I had it fully serviced(air,fuel,oil filters and plugs) but still runs awful! About a week ago i ran injector cleaner through but no difference. Still splutters, chugs and sometimes pops. Seems to lack power too. Any idea's?

is it firing on all four cylinders ,take the plugs out and see if any are a different colour to the rest might be a coilpack problem

Got the coil pack changed and still no difference. Took the car out to test it and loses power and speed going up hills (as if its running out of fuel) someone else told me it could be to do with an air flow meter?
