Splutter / misfire around 2000 / 2500 rpm

My car feels like it splutters / misfires between 2000 / 2500 rpm. It has also started to use more fuel and is lacking in power. If I fill the tank with fuel it gets worse, as the fuel level goes down the problem gets better.

Could this be a fuel filter issue, glow plug problem, injector problem ???

Any advise greatly appreciated.

Yes it could be any of the problems you mention. Start with replacing the fuel filter as this will be the cheapest/easiest.
