Over heating fan

the overheating fan runs all the time. not overheating doesnt lose water this problem started when i fitted front spot lights changed light switch inside the car and fitted relay fuse for the spots

Further to the fan problem on my rover I have since found out the likely cause is that drain slots under bonnet on bulkhead where blocked and the ECU was flooded which resulted in damage to wiring and this is what makes the fan switch its self on , has anyone a solution to this fault.
