1998 Rover 400 fuel guage

the problem is the petrol guage is registering the amount of fuel in car could be 1/4 full 1/2 fuel and so on but petrol warning light comes on and goes off even with these amounts of fuel in tank , it can at times come on and stays on what could be wrong .

if gauge recording correct amount but light comes on at wrong time replace sender unit in tank or remove bulb if gauge ok
