1998 Rover 400 car revs itself when engine is warm.

When the engine is warm the car revs itself and the rev meter goes up and down. what is the problem and how can it be solved?

Could be a problem with what they call a thermostat or temp sensor. Both of these could be telling the cars ECU the wrong info when warm and making it idle differently.

when driving car is chugging, as though it is going to stall.
