1997 Rover 400 non starting

Hi,I have a rover 420 td as i parked up at night it sounded as if it was strugling to get air when i tried to start it next morning no joy,as I had recently replaced the turbo and it had sucked all the oil from the sump I thought it was a blocked intercooler but bypassing it made no difference can anyone help, thanks.

i would take a look at the EGR system and crankshaft sensor circuit.
