Car starts to lose power after about 10mins

After driving 10 minutes it starts to lose power and it is really sluggish i find my self having to change down gears ie where i would drive in 4th gear i have to change down to 2nd to keep at a decent speed, once ive stopped there is a stong smell of burning plastic. Its not the exhaust because that has been recently replaced as well as the cooling pump.
