1996 Rover 400 over revving at idle, and struggles to start occasionally no matter the weather

For about a month or so now I've noticed my car occasionally over revs when I'm idling and lights or junctions or just about to stop, whenever basically and for a mechanic I am stumped. Also occassionally my car will struggle to start, not matter the weather, I'll turn the key and it will just tick over and eventually start after a few tries, and it sometimes cuts out when it will eventually start. Any ideas ?

Get the engine tuning done, possibly fault with petrol/air mixture.
