2004 Rover 25 engine smissin spltetarts ticks bu wont rev rin after 10 mins power at throtle

engine starts ticks over. but wont rev up 10 mins later it will rev up. tried coolant temp sensor but still same .why wont it respond to throttle sounds like missing but goes ok after 10 mins

suspect faulty throttle position sensor...
