2003 Rover 25 will not start

Engine will not start, battery seems ok, remote will not operate door mechanism or seem to have any effect, I have got into the car with the key and when I put the key in the ignition i get a siren type tone which is not normal
i suspect the fob is faulty, i,ve changed the battery in the fob with no effect, can I overide the fob to get the car mobile?, if not how do i get a new fob to recognise whatever it needs to do?

oprn the fob and remove the battery inside then press and hold the fob buttons for about 5 seconds then put the battery back in and the fob cover back on .next starting with the car locked ,unlock the car and press the lock button on the fob four times quickly on the fourth it shoild lock then press the unlock and see if the car starts post abck if it works good luck

wont start high pitched noise from black box next to the battery in side the box are fuses and littel square boxess ive checked the fuses they are ok
