1998 Rover 25 just will not start

Car: Rover 25
Year: 1998
Categories: Running Rough, Starting & Power Loss
Hi
My car is driving me mad and unfortunately I cannot afford to take it to the garage. Wondering if there ia a simply fix or should I just scrap it.

If I lift the bonnet I can hear a quiet high pitched note - this is not loud like an alarm, it's very quiet but is there.

When I open the centrally locked doors there is a kind of after noise, a sort of whirr.

When I try to start the car, again there is a whirr and a few clicks under the bonnet but that's it, it will not start.

Have tried another battery but that doesn't help.

Any advice appreciated.

i have the same problem. i took the spark plugs out to see it there was any water in the cylinders as it would not bump or turn over, the cylinders were empty, put my rover in gear while spark plugs were out and tried to roll it in gear and it still would not roll which it should have as there would have been no compression. i have the same high pitched noise from the engine bay when the key is in the ignition but not on. any ideas??
