2000 Rover 25 fuel tank vent

Does anyone know exactly where the Fuel Tank Vent is located and is it possible to see if it is partly blocked / Clogged. To start the Car I need to hold the Accelerator halfway down. When I pull in to a Station for Fuel there is a "gasp" from the Tank when I unlock the Petrol Tank yet if I unlock the Tank after the Car has been sitting around for a while there is no "gasp", I am wondering if this what I would call a partial Vacuum is causing my starting problem. Any help or suggestions would be appreciated.

thats normal sounds like it could have low compression if you need half throttle to start it, prone for head gaskets lost count of how many i have done now biggest heap of junk going belongs in a scrap yard.

Belford. Thanks for your opinion. This 25 is running perfectly once it is started and is driving as normal. I personally think the vacuum in the Tank is contributing to the starting issue by sucking fuel back along the Line. I am open to correction on that. I have met a few people recently who have found the 25 to be quite a good Car. I would actually rate the "Gear Shift" as perhaps the smoothest of any Car I have driven.
