No throttle

2001 Rover 25 2000 cc diesel

Car will idle, but will not accelerate. This situation occurred quite suddenly one day while driving. The car has been looked at by an auto electrician who came to the conclusion that the ECU was faulty. The problem was not fixed when he replaced the ECU, but he can not determine what the problem is. All seems well between throttle pedal to the ECU itself. His meter that he used showed him that when the throttle is pressed he gets a reading of something like 30% instead of 100%
Does anyone have any idea what else could be the problem?

Sound's like you've answered your own question there.
To me that sounds like the throttle potentiometer is shot a 30% reading at full throttle is not right
