1997 Rover 200 engine almost over heats

engine temperature goes almost to the top then slowly starts to cool but heaters inside car only blow cold and dont go warm at all is this the thermostat or the head gasket

Could check thermostat first . Does the cooling syatem pressurise ? Any coolant lost ? Is the electric fan cutting in ? Have you tried bleeding cooling system? Get a sniff test if you suspect head gasket , that will confirm if knackered . Head gasket common .
