1998 Rover 200 engine won't drop below 1500 revs when braking

WHEN I USE THE BRAKES ON MY AUTO THE REVS WON'T DROP BELOW 1500 REVS AND SO I HAVE TO USE A LOT OF BRAKING TO STOP IT.IF I PUT IT INTO NEUTRAL THE REVS DROP TO 800.WHEN I PUT IT BACK IN DRIVE IT'OK.IT PULLS AWAY SMOOTHLY, AND DRIVES WELL,UNTIL I NEED TO SLOW DOWN AGAIN,WHEN THE PROBLEM STARTS AGAIN. ANY HELP WOULD BE MUCH APPRECIATED. REGARDS MICKYED

Sounds like throttle body sticking .
