Cold starting problem

My 1998 Rover 220 diesel has become very difficult to start from cold. It has been getting progressively worse and is now so bad the battery is running flat before it starts. I can eventually get it started with jump leads but it is almost as if it needs winding up to start it.

Any ideas?

Check / test glow plugs and replace if needed .
