1997 Renault Megane engine just revs

i will be just be driving around and come upto a junction put car in neutral and the engine just revs by its self.sometimes it will only go to about 3000 rpm but sometimes it just keeps going until i turn engine of.if i leave engine of for about 5 minutes most of the time it goes back to normal.this happerns about 2 to 3 times a week

clean out the throttle body.a cloth with auto thinners does a good job.
