1994 Renault Clio heater blower fan stops

My heater fan has stopped working but on occasions will run for a few seconds. The car has the electric pack and indicates all bars of the fan speed are on but the fan doesn't run. I have taken the fan off and put a meter on the plug which goes to the motor and this reads 12 volts, however when I plug it back in the fan will not run. I have cleaned the motor brushes etc but no change. Is this simply a case of a faulty fan motor?

Right, I have wired the fan to the battery and it runs so I think it must be the power unit. Any way I can be sure? Also, would this effect the air direction louvres as the airflow seems poor?
