1999 Renault Clio car will only start when jumped

Hi

ive had my first car for over a year and had many problems such as leaking sunroof, immobalizer etc... havent had the time or money to sort out so i left them and managed to get by...

my insurance ran out 3 monthes ago and couldnt afford to renew it (£4600! you avin a laugh) so cars been parked up back..

ever since insurance ran out it wont start.. CLICK sound from the engine but wont start.. been told by a couple of mates its probably the starter moter because it starts when pushed...javascript:add_icon(':(')

is it the starter moter?? and if so can i change it myself?? quite handy with tools

probably just a flat battery if the car has been laid up

It's a safety feature on Clios to keep uninsured drivers off the road .
