2002 Renault Clio dipped headlights stay on, hazards continuously flash.

I was driving the other day when a rain storm hit and my trusty little clio was hammered by tons of rain. All of a sudden my hazard warning lights came on but the button was not activated. So I pulled over and turned my dipped lights to the off position but they wuldnt go off either. So I wasbasically sat by the side of the road like a christmas tree. I have since been told its a problem with my mother board and it needs replacing. The new one will need reprograming and with all the labour it might be a costly job around £350- £400. You lot know your stuff, does this sound right to you? please lend me your knowledge.
