2004 Renault Clio hand brake seizure

When leaving the house this morning I had a lot of trouble getting the car to move. It felt like the hand brake was stuck on, but it wasn't. I eventually got it moving by putting it in reverse and giving it plenty of revs. There was a "popping" sound at the back and then it was ok. There is nothing wrong with my brakes so I can only assume that the hand brake had seized. It was quite wet last night. I always leave the car in gear with the hand brake on as I live on a hill. Should I not be doing this?

when you park the car sometimes in wet weather the rear brake shoes can stick to the brake drum so when you got it to move the noise will be them seperating but it can sometimes rip the lining off the shoes and lock the drum up so to be careful get them checked
