2006 Renault Clio engine fan coming on not turning over

i had a problem with a relay clicking with ignition switched off and car locked so i purchased a second hand exact fuse box , now when i go to start the engine will not crank over but the engine fan comes on full speed, i was thinking it might need to reset somehow, any ideas please.
