2004 Renault Clio rattle and exhaust

Hi, I have two problems;
1. Rattle under passanger side. When it is windy or I am going at a high speed there seems to be a knocking sound under the passanger at the front. This only happens when windy and driving at high speed, any ideas?
2. The exhaust seems to be jugging when it goes and today the car would not start. When i put my foot on the accelerator the car started. Any ideas? was not cold either

start by giving it a FULL service including fuel filter then check exhaust route to see if its rattleing against the body
