2000 Renault Clio air blower/heater wont switch off, even when ignition is switched off.

The interior windscreen heater/blower wont switch off, even when the ignition is switched off and the keys removed. The blower power switch no longer seems to function, it is on full power all the time.
The only way i have got it to stop is to take out the fuse from under the bonnet. this is not ideal as this time of year i have to faff around under the bonnet to de-mist the windscreen!
Any help would be massivly appreciated.

Could be a fault / short on heater ballast resistor .
