2002 Renault Clio heavy steering

Hi,my daughters clio has had heavy steering since she bought it so i had the steering investigated by Jaguar mechanics next door to my place of work.
They told me it was electronic power steering and would need to strip the steering column down to get it out and send it away for testing,which they did and it came back reading it was working fine?
They checked the steering rack etc while they had it and all seems fine,after fitting it back together it is still as bad as ever.
Any suggestions would be appreciated.

steering U.J siezed... track rod ends siezed... lower arm ball joints siezed... strut top mounts siezed... the steering cloumn should buzz once you fire it up... if it doesnt, then there is a power supply fault...
