2000 Peugeot 806 seat belt convertor

hi, the center seat only has a lap belt, is there any way of converting it to a three point seat belt, peugeot have been no help and my garage says they can not do it incase there is a problem in the future!

Doubt if anyone will want to get involved due to the possible liabilty issues later on as expressed by others .
