Is the heater fan operating ? are the hoses from engine into heater matrix / core hot ?

If your thermostat is stuck open your engine temp / heater will be poor . If hoses are hot going into heater core , it must be a fault with heater flaps

Forgo to add , one hose hotter than the other going into the heater matrix is normal .

Do you know any one who can fix this? And roughly how much cost? Do you take dash off?

Never done one on that car . On some makes it's not too bad to fix from underneath dash , but some are a bit more involved . You could try phoning any good independent garages in your area for quotes , especially Peugeot specialists
