2000 Peugeot 406 hesitation on engine and purge valve running continuously

My car peugeot 406 1.8FLY engine- when the car accelerates around 1000-1400rpm the engine starts to hesitate and same when the engine decelerates. Also the purge valve works continuously even when the engine is heated.
