out of the two fans which is the low side
and what is the best way to test them as i think low one is`nt working

both fans should run at low speed. You have either a fault with wiring/a relay or a seized/faulty fan. check all fuses including the maxi fuse. relays should be mounted in a plastic box behind grillnear the fans.
