Had the problem fixed today.
It was the actual blower that was at fault. Apparently there is a module within the blower unit that contains loads of switches etc which operate upon inputs from the control unit. Everything before the motor checked out ok so a re-placement motor was fitted. £128 + vat for the motor ouch + the labour which was not through the main stealer. All in all £192 and some pence.
Still not the price I hoped it would be as we spent £140 a couple of weeks ago getting some other things fixed.

This also refers to the heater ballast resistor which might be worth a look .

Depending on the model Peugeot 406 you have it is either in the blower motor housing itself which is behind the glove box beneath the dashboard on the passenger side of the car or it is the trunking to the right of the blower motor. In the latter case if you look under the dash on the floor to the right of where the passengers right foot would normally go (if you see what I mean) you will see a black box with 2 green connectors - 1 small and 1 large. Undo the single screw and pull the unit downwards to free it.
