when starting engine ticks over at 800 revs, but after running this increases to1000/1100 and and has on odd occasion revved up into 2000,s.engine management light is on and diagnostics said to change throttle body, this only rectified problem for a few weeks, also when engine is running fast this makes the brakes lumpy when applied and in the snow lock up totally at a touch of pedal.

Faulty brake vacuum pump ? That's what it sounds like from your description.

yes, could be the vacuum pump, but I've had faults with these cars where it turned out to be the brake servo/
Which means the vacuum pump is sucking like hell but there's no vacuum build up.which means that there is no vacuum for turbo boost control so the turbos's always "off" .
So.my question is,
is there any turbo boost when running?
Only way to test is to put a vacuum gauge in on the line that runs to the brake booster and start it up.
