blooms of white smoke when being driven.looks like steam clears after a while. not using oil or water car drives and pulls as it should

Water cooled EGR on that car,could be leaking.
though you say it's not using coolant?
Is the smoke perhaps grey with a strong diesel smell?
that'd be a sign of incomplete combustion.
