2008 Peugeot 207 lag in power and awful fuel economy

The power of the car is not great, in morning when you go through the gears there is a slight lag, on some occasions when you stall, the car wont seem to pull off right, like as if the handbreak on, and it uses nearly a full tank of petrol in 380km

When was car last serviced or checked / tuned ?

It was bought 6 month ago with full service history and has been in main peugeot garage 4 times, they just got back to me saying they have ordered a temp sensor that controls the fuel to air ratio, sounds good, but dont know weather to believe or not, it only 08 and is a sx so should be alot quicker, like the top speed seems to be 130km or 75mph
