Pool of water in the drivers' footwell

When it rains heavily (although it doesn't happen when I go through a carwash) I get a pool of water in the driver's footwell. The doors and windows are shut, there's no water on the driver's seat. I wondered if any water was coming in through any holes under the dashboard or is it more than likely the seal in the door?

Check under the bonnet , in the corner near the hinges there are drains which may be blocked and need clearing .
