Non starter stuck in eco mode
2009 Peugeot 207 Hdi sw

My car a 2009 1.6 hdi sw has had both fuse boxes replaced, under the bonnet and glove box and still the car just clicks and shows eco mode , anyone know what else to try , will I possibly need a new starter motor
