Cooling fan not turning on and car over heating

Hi to all, My Peugeot 207 cooling fan is not coming on to cool the engine, I have changed the green temperature sensor, thermostat, and fan relay. The temperature gauge reads around 85-90. water is lost from the overflow bottle cover and the cooling fan does not start, However when the AC is activated it does work also when the green temperature sensor wire is removed the fan goes on high speed. There are no overheating warning lights in the car at this time.
I will be very grateful if someone can help with this problem.

Fan cutting on with air con is how it works in most cars . I think it is around 90 degrees when fan should kick in to cool rad. You could try bleeding cooling system and replace rad cap . If it's a two speed fan , maybe first speed faulty ? Not really sure of the set up on that car .
