2007 Peugeot 207 instrument cluster not working - gauges flickering

On my daughter's 207 the instrument cluster (tachometer, speedometer, fuel gauge, temp. gauge, indicator lights) frequently stop not working. A clicking sound can be heard as if a Relay is not staying engaged, however I cannot work out if indeed there is a relay in the circuit.
Turning on the ignition often everything is fine, other times there is no activity on the gauges at all but the car runs fine.
An interesting note is that when this happens, the Aircon does not engage either. The aircon switch is lit, the fans work, but the actual compressor does not engage.
I have discovered that both the aircon compressor and the instrument cluster are on Fuse F4 that is in the cockpit fuse panel. (actually it could be F11 can't remember now sorry).
Removing and replacing that fuse does not reset the problem making me think it is backwards from that fuse. But as I say I cannot trace that back.
No error codes by the way.

Any help would be appreciated as it is a dangerous thing for her to be in a car when the console just stops suddenly while driving.
