Water in passenger footwell

alot of water was found in my passenger footwell and when i started the engine I heard a spraying sound inside but only when the car is facing down hill? does anyone have any idea what the fault could be??

Can be caused by bulkhead water drains blocked .May have to remove any plastic cover under w/screen ( if fitted ) to get access for clearing .Some have one at either side of the car others cars have a central one .
